Performance during emergency response is often hampered by the complexities of crisis. Referred to as the fog of war, coordination of large scale resources during natural catastrophes, warfare, policing operations, and other life threatening scenarios can offer challenges that our brave men and women endure both here in the United States and abroad. At TEDI, webre using our abilities in Enterprise Solutions to lift the chaos and provide front line resources with the capabilities of making real time decisions to save lives. Leveraging the Recon Jet platform, we have combined the power of Enterprise Project Management to create Enterprise Battle Management. The future of winning battles is now at the fingertips of those who take on the duty to defend our freedom.


EBM Design Overview


Whether fighting in Afghanistan or rescue operations during a natural disaster, the coordination of resources will reach new heights in efficiency, collaboration, and communication. Each member utilizing the EBM platform connect through the Recon Heads Up Display (HUD). Each individual of a unit acts like a Web Front End (WFE), providing real time data for the Enterprise Platform to analyze and dissect. Input of data is performed through their Recon HUD, where the soldier or rescue personnel can identify immediate needs such as possible threats, identification of critically wounded, identification of resources (e.g. fire hydrant), identification of materiel (e.g. Soviet Tank) and more simply by looking at their target. In addition communication amongst team members, movement of teams, infantry tactics, request for aid, request fire support and other essential front line communications will be embedded as out of box workflows accessible by any member of the team.

Automating Battlefield Tactics

The EBM Combat series are designed for the tactics and strategies of modern warfare. Soldiers can be divided into their respective fire teams, squads, platoons, companies, battalions, regiments, and divisions but capable of being configured to address any hierarchy or command structure. Out of box infantry tactics for the USMC and US Army are defaulted but can be configured to have any kind of combat maneuver or strategy that can be added by Battle Architects (described under the bBattle Architectb section).

Intelligence Gathering & Communication

Using EBM combat both friendlies and enemy targets can be identified immediately through a series of workflows built into the EBM platform. A soldier can mark a potential target as either Friendly, Enemy Combatant, Civilian, or Unknown (maintain caution). This workflow will disseminate this data to all other soldiers in the field, the respective Battle Architect, and up the chain of command as desired. This allows for immediate life and death decisions being shared by the chain of command to alleviate the confusion of combat.

Fire Support Automation

Fire support functionality can be configured per engagement by the Battle Architect, allowing for immediate communication to air support, artillery, and other long range fire support capabilities. Utilizing COMSEC technologies, fire support teams will have direct access to real time GPS locations on enemy targets as each soldier acts as the forward observer (e.g. Web Front Ends) during combat.

Commanders will have the power to direct entire units down the soldier level to provide orders on the fly. Leaders during military engagements work with the Battle Architect who is recommended to remain in the field as the primary director of the operation.

Emergency Response Collaboration

Our men and women in blue place their lives on the line for the safety and security of our civilian populations. With the advent of using our EBM Police series, our officers in blue will be in direct communication with various partners in the emergency services hierarchy. Dispatch, EMS, fire departments, and precincts will be able to communicate directly with real time data through the eyes and ears of our police. Officers on the ground can be assigned the Battle Architect role during large operations for Policing or Rescue functions. During large scale natural disasters where lifesaving resources are essential, the Battle Architect can direct take a lead role in assigning personnel to the most needed locations.

Triage Automation

EBM Police and Rescue automates triage through the use of workflows to identify and assign resources depending on the type of incident underway. Using strategies employed and expanded on the bHundred Codesb, police and rescue personnel can direct immediate resources with real time image capture to dispatch and other essential personnel. Constructed from the Los Angeles Police Departmentbs Penal Code, TEDI developers have expanded the criteria to address a range of essential commands for large scale natural disasters, rescue codes (e.g. burn victims vs shooting victims) and criminal activity codes.

Special Weapons and Tactics Teams (SWAT) will have the ability to enable the EBM Combat Lite features of the EBM application for more combat driven scenarios. When officers must overtake life and death scenarios where special weapons and tactics are required including room clearing, urban combat situations, and raids b EBM Combat Lite with their essential coordination tool.

The Battle Architect

Whether utilizing the EBM Combat or the EBM Police & Rescue series, the Battle Architect will act as the gateway for passing vital intelligence to the correct locations. This individual or team of individuals can direct personnel activities operating on the front lines. If the individual solider or police officer operate as a Web Front End (WFE) then the Battle Architect exists as the backend database processes the real time data received to more effectively collaborate with leadership. They embody the Enterprise Collaboration role by recommending and delivering orders from senior personnel in Forward Operating Bases, Police Dispatch, or any other command structure down to the fire team or individual police officer. They parse through real time data and must btriageb the scenario to best direct leadership or request resources as required.

The Battle Architect is a broleb assigned in the EBM network and differs between the EBM Combat Series and the EBM Police & Rescue. As part of the EBM Combat Series, the Battle Architect has administrative privileges across the application and can access any personnelbs HUD or directly communicate with senior leadership as required. This individual or team is the essential asset behind lifting the fog of war as they process large quantities of data provided in digestible segments through the EBM platform. For example, if a particular fire team is identifying a possible mission critical asset, the Architect can direct senior leadership to watch that particular fire teambs HUD or recommend a particular order (e.g. Do Not Engage). FOB leadership assets can turnover all commands to the Architect in scenarios of high volatility or in the event communications with leadership become inactive.

The EBM Police & Rescue Battle Architect(s) work alongside dispatch to assign resources after an emergency scenario has been called. Any police officer can be assigned the Battle Architect role due to the first-on-scene scenarios that police officers encounter during life threatening scenarios.
